用途: Codex を多用する個人 Web 開発者が、次のリリース候補に含まれるコード、依存物、生成物、データ、コンテンツ、フォント、アイコン、画像、音声、ブランド要素について、商用利用の前提、由来、契約連鎖、ライセンス義務、公開物、差し替え手段を同じ証拠束で管理する。

教育・運用設計用であり、法的助言ではない。 著作権、特許、商標、営業秘密、契約、人格権、データ利用、消費者保護などの結論は、対象法域と具体的事実により変わる。高額案件、独占性が重要な案件、紛争・請求・削除要請がある案件、UNKNOWN / CUSTOM / 無許諾を含む案件は、公開前に適格な人間の専門家へ確認する。

このパックの出力は NEXT_RELEASE_PROPOSAL_ONLY である。 記入、Codex の分析、レビュー完了、成熟度到達のいずれも、現在の本番への公開、配布、契約締結、権利表明、相手方への連絡、削除、テイクダウン、差し替え、ロールバックを自動で許可しない。ライブ操作は別の承認主体・手順・権限で行う。

プロバイダー規約上の出力の譲渡・帰属表現は、著作物性、保護可能性、独自性、唯一性、非侵害、利用自由、第三者権利不存在の証明ではない。 その条項が適用されるサービス、プラン、入力、地域、時点、除外条件を人間が確認し、別々の論点として記録する。

SBOM、来歴台帳、生成メタデータ、類似性検査、ライセンス検出結果は法的結論ではない。 それらは在庫、証拠、差分、再現性を支える入力であり、ライセンスの解釈や権利帰属の判断は、根拠を示した人間レビューとして別に残す。

このファイル内の識別子や記入例はすべて架空の合成例である。実在する人物、組織、リポジトリ、契約、作品、モデル出力を示さない。実運用では秘密鍵、アクセストークン、未公開ソース全文、顧客データ、契約原本、個人情報、保護対象の完全なプロンプトを貼らず、アクセス制御された証拠保管場所への参照とハッシュを使う。

責任境界

• このパックは「何が候補に入り、どこから来て、誰が何を許し、どの義務をどの成果物で満たすか」を候補ハッシュ単位で束ねる。
• セキュリティ、プライバシー、可用性、価格変更、税務、会計、輸出管理、アクセシビリティ、ストア審査は、それぞれの専用手順で別に判定する。
• HUMAN_REVIEWED は、技術、セキュリティ、品質、事業採算の承認を意味しない。逆も同じである。
• Codex は棚卸し、差分抽出、候補ハッシュ照合、義務候補の整理、NOTICE の機械検査を支援できるが、権利者、許諾範囲、適用法、侵害有無を最終決定しない。

14 書式を使う順序

fail-closed 規則

次のいずれかがある候補は、採算や納期にかかわらず NEXT_RELEASE_PROPOSAL_ONLY の「停止・除外・差し替え案」に落とす。

• NO_VALID_RIGHTS_BASIS: 候補に含まれる第三者要素について、license、個別許諾、根拠付きpublic-domain判断、reviewed statutory exceptionのいずれもない。metadata上のNO_LICENSEはこの結論を出すsignalであって、単独の最終結論ではない。
• UNKNOWN_LICENSE: ライセンス、権利者、適用版、対象ファイル、利用条件のいずれかが不明。
• CUSTOM_LICENSE: 独自条項、追加制限、矛盾する複数文書があり、適格な人間が未確認。
• STALE_EVIDENCE: 規約、契約、ライセンス、権利証明、利用条件が鮮度期限を超えた、または最新版との関係が不明。

work_order は state に対応する上位分類、detailed_actions は実施候補の内訳である。たとえば STOP_AND_REMEDIATE + [ISOLATE, REMOVE_SECRET]、REPLACE_OR_REMOVE + [REPLACE, SEEK_LICENSE] のように保存し、詳細 action を上位 state の代わりに使わない。いずれも提案であり、自動実行しない。

• 採算が良くても fail-closed 条件を上書きしていない。
• 置換、除外、用途縮小、法域縮小、外部確認、延期を比較した。

• 全記録が同じ contract_version と正確な候補ハッシュを参照する。
• 最終出力が現在のライブ操作ではなく、次回リリース提案に限定されている。

次のすべてが満たされるまでは PROPOSE_BOUNDED_RELEASE にしない。

• 不変主キー commercialization_rights_contract_id / contract_version が14書式すべてで一致する。
• source tree、lockfile、build recipe、artifact、SBOM、provenance、NOTICE のハッシュが同じ候補を指す。
• 用途、配布形態、受領者、法域が固定されている。
• 第一者作成、委託・貢献、依存物、コピー断片、AI、プロバイダー規約、全素材の台帳がある。
• 人間によるライセンス同定と義務トリガー判定がある。
• NOTICE、ライセンス文、ソース、帰属表示を候補成果物上で検証した。
• ブランド、商標、営業秘密、公開可能性を確認した。
• テイクダウン、差し替え、ロールバックの可逆な提案がある。
• 申立て時の証拠保全、権限、期限、是正の担当がある。
• NO_VALID_RIGHTS_BASIS、UNKNOWN_LICENSE、未レビュー CUSTOM_LICENSE、STALE_EVIDENCE、WRONG_HASH、BROKEN_CHAIN、UNFULFILLED_OBLIGATION、UNRESOLVED_SECRET_OR_MARK、CLAIM_OR_HOLD がすべてゼロである。
• decision state と work order / execution output を分け、STOP > PAUSE > UNKNOWN > REMEDIATE > PROPOSE_BOUNDED_RELEASE を守る。
• 経済性と成熟度を独立に記録し、独立レビューの対象ハッシュが一致する。
• 出力が NEXT_RELEASE_PROPOSAL_ONLY、ライブ操作権限が NONE のままである。
